I would have also guessed at a wardrobe rail, and that it attaches to some part of the awning frame. OR that it is a clothes hanging rail, but that it clips to part of the top frame hanging down.
Matthew H, I have a variation of this with my Comanche Montana. Mine is designed to hold the lid of the trailer open to facilitate tucking the canvas inside before closing up. The clamps clip on to the edges of the lid and side of the trailer. Could yours have a similar purpose? I'm not familiar with the Suncamp, so this is just a guess.
