its probably the safety chain for the spare wheel ,if the carriage drops accidentally its held by the chain stopping it hitting the road.
your spare wheel maybe somewhere else but in the factory provision was probably made incase its carried underneath.

Theres no spare wheel cradle under it but that makes perfect sense. Someone must have removed it. Thanks for your advise.

if theres 2 holes in the frame about 2ft6" in opposite each other provision for a carrier is there ,a spike on each side of the carrier go into the holes to make a crude hinge and a bolt goes through the back "beam" into a nut on the carrier to hold it in place (once the carriers lifted up into place). i'm ofcourse reffering to my chantilly other makes carriers maybe different ofcourse.
the little chain is clipped to the carrier ,if the bolt works loose and falls out the carrier falls untill the chain is taught stopping you losing your spare.

There is also a small hook and chain that goes through the outrigger bars at the end furthest from the towbar.

These are a security to stop the outriggers opening when moving

regards

John
