The small brackets under the bedboards are definately to hold the optional backrest. Don't worry about not having this though...I have one and it's pretty uncomfortable.
The Conway brackets do look pretty weird.I'm trying to remember if I've seen a picture of them around but....anyway, if you posted a picture of what you're concerned about, we could probably tell you if it was right or wrong. I think if you can't see any evidence of rewelding then it's probably correct. But there are spaces between the edge of the bedboards and the edge of the trailer, yup. I'm constantly losing things down the gaps.
