I doubt it. Not even in Scotland. Parks belong to the Council (Parks Department) and as such are Council Property.

However, if as you state, you cannot be seen by anybody, then who is going to report you to the authorities?

You do not state your location so no one here will be able to give you any ideas of where you would be better to try wildcamping.

I used to work for a council parks department and camping was a definite NO NO

I would suggest you phone the relevant council they would most likely need you to prove HEALTH AND SAFETY regs were not being broken and possibly you would have to wear HIVIZ clothing

Depends what you mean by public park. If you are talking the likes of Hyde Park I'd say no.

If you mean the likes of Exmoor National Park for example, You might get away with it.
