Not so sure about that. As with most laws this is open to interpretation and my understanding is that full or partial obscuration of number plates and lights is illegal whether it is a lone vehicle, towing vehicle or a trailer. That being the case if the car is carrying bikes and any of the lamps or the number plate is partialy obscured a light board must be fitted whether towing or not. Not sure if this would be rigorously enforced over here but I wouldn't want to risk it in France.
