Depends what you are using it for. If you are connecting a double insulated appliance (i.e. portable power tool with the double box symbol shown below) then yes. If you are connecting a caravan or EHU unit with socket outlets then a big NO.

With out a 3rd core the RCD will not function properly and could fail to trip if there is a fault. Plus the fact that a caravan or TT has no earth unless you hammer in and wire a grounding stake evry time you pitch you would be very foolish to use 2 core. 2.5mm 3core flex is only a few pence more a meter from and electrical wholesalers and is so much safer its not worth the risk. Remember it only take one fault one time to cause a major problem.

The above seems to point to arctic blue cable,which is really not visible or tough enough, it works fine,I'm sure,but as already pointed out,orange heavy duty 2,5mm is the required flex.
