I'm not saying that it is but the nut could well possibly be a 'nylock' nut which has a nylon insert at the rear of the thread which once used has to be disposed of and a new one used and sometimes this methiod was used as an alternative fastener to the previous castellated nut and cotter pin. Regarding the brake shoes, is there a square lug protruding on the back plate at all? If so this is the brake adjuster which you will need the appropriate tool to adjust it. You can use a spanner but it's quite difficult as the proper adjust is angled for this purpose.
