Well those changes only apply to dwellings and not caravans etc.
The registered electrician bit means that electricians can certify their own work. Otherwise you can do your own electrics in a house but you must inform Building regs control before the work is done and they should inspect it when its finished, although I dont think they have to be certified electricians to pass it as OK.
simlar like gas have to be corgi regestard
The law if I recall correctly says that if your doing work on your own property then you must be a 'competant person', you do not need to be Corgi Registered. So if you can justify you are competant (which might be difficult) you are not breaking the law by doing your own gas, not to imply its a good idea to do it yourself of course. Thats the case for dwellings, not sure if caravans would be different.
