The fuse under the toilet is for the pump on the toilet not for the taps in the bathroom. We are out in our Pathfinder at the moment and we have to turn on the hot tap slightly in the bathroom basin to get water out of the cold tap. You say that the cold runs slow, that would mean that you have a faulty micro on that tap as well. The water comes out only under pressure from the hot water system pushes water round into the cold side. Check it and you will feel warm water come through eventually. To access the switches, there is an opening on the back of the sink wall. You may have noticed it when laying it down for packing. There you have direct access to them. Hope that helps .
