It can, yes. I always use a brush, cos I like to spread it on thick, and make sure it get in everywhere, but you can spray it, as well, no problem. Word of warning though; the general advice with waterproofing is; if it ain't broke, don't fix it.
The cotton fibres in the canvas expand when wet, and plug up any microscopic holes in it, helping to keep water out. Once you apply Fabsil or any similar product, it adheres to the fibres, making them rigid and preventing them from expanding. This, effectively, takes away the natural water proofing qualities of the canvas, meaning that, once you start, you will need to apply proofing solution on an ongoing basis.
If it isn't leaking, I would leave it. If it is leaking, usually best to set the camper up, and wet it a few times with a hose, to give the fibres chance to expand and re seal the gaps. If it still leaks, then feel free to spray.
