You can stuff an amazing amount of kit under the TT cover. I don`t see why you couldn`t put fold up camp chairs under. All you have to do is lengthen the shock cording elastic that holds the coverr down...as long as it overlaps the trailer buy twor three inches, you should be fine.
We used to carry our old travel cot under the cover. It was a fold flat one (old fashioned design but safe and sturdy, you can still get them if you look), the duvets, pillows and sleeping bags, the airbeds for the undertents and anything else flat we could fit. We roped anything big down then put the cover on top.
I always used to carry the buggy roped to the roof rack, but it was just an umbrella one. Unless the seat lies flat this type isn`t suitable till the baby can sit up. Very convenient place to put it though as I could always reach it easily at stops. I`ve also carried the securely bagged kitchen tent roped to the rack between two bike carriers. Plenty of places on a bike rack to tie ropes to! Just make sure that the mouth of any bag faces away from the front of the car.
Sounds to me though like it`s the buggy that`s causing the problem. Think lateral...a smaller, lightweight one just for holidays might be the solution, and cost a lot less than £399. Do you really need a buggy at all for a weekend? For the sake of a couple of months till the baby can go in a lightweight umbrella type that can go on the roof (not at the same time!!!), why not use a sling?
