As a Spanish resident with a Spanish registered motorhome, am I liable to this LEZ charge when driving within the M25? I only want to drive 2 miles inside the M25 to visit my kids.  My motorhome is 6 months short of the preferred time, having been registered in June 2001 but the weight is 3500kg. 

I have read of a fairly recent court case in which a British motorhome owner was fined in Portugal for towing a trailer containing a Harley Davison bike, because the trailer did not have a different registration.  In Portugal and Spain, if you tow a trailer over a certain weight, it needs to have a separate MOT and a registration number.  Apparently, this guy won his court case, because he was on holiday in Portugal and argued that he was complying with the rules of his country of origin with regard to his trailer and, therefore, was not subject to the rules of the country he was holidaying in.

My question is, because I am compliant with Spanish rules,can I take my motorhome inside the M25?  The campsite I normally use is full of Dutch, Italian, German and Belgian motorhomes.  Will they all be subject to a fine of £200 per day and will the authorities be able to collect these fines from these tourists?  I feel very sorry for motorhome owners within the M25 zone who are currently parking their vans on their drives. They shouldn't have to pay £200 every time they take their vans outside of the M25.

Just found this on the LEZ website:

"If you're driving a vehicle registered outside of Great Britain (this includes vehicles registered in Northern Ireland), you'll need to register it with Transport for London (TfL) to let us know that it meets the Low Emission Zone (LEZ) emissions standards so we can add your vehicle to our database.

It's important that you do this, because if you drive in the LEZ without registering, even if your vehicle meet the standards, you'll have to pay the daily charge or may receive a Penalty Charge Notice."

Check the
map carefully though, as not everywhere within the M25 is in the zone.

Thanks for the info, Bob.  I just wonder how many foreign motorhome owners will know about having to register with TFL.  I'm about to book a ferry crossing  from France to the UK and wonder if the question will be asked about the age of my motorhome. Regards John

I can't see how they will enforce it. The normal way of catching UK reg non payers..vehicle is caught on camera & fine goes to UK home address so no escape.

While some EU countries do pursue non paid driving penalties into other EU countries I don't think there is any legal requirement to pay. If the police got involved then non paying vehicles could be stopped & impounded but police don't get involved with congestion charge enforcement so I doubt they would get involved with LEZ.

There has long been talk of standardising fine collection thruout EU but it ain't happened yet.

The EU law referred to by the op is that any vehicle legal to drive in its' own EU country is legal to drive in any other EU country even if vehicle contravenes local laws. This law is of course open to interpretation at roadside level by local enforcement officers.
