When taking my grandson in the motorhome with us, is it against the law for the passenger to swivel the front seat round and lock it in a backward position to talk to and entertain our grandson who is in the forward facing seat behind?
It is legal to travel in a rearward facing seat provided it is belted, so provided the seat has integral seatbelt you can wear with seat swivelled, then ok. If seatbelt fixing points are on vehicle not seat, then no.

The seatbelt fixings are on the seat and swivel along with it. So the seatbelt is fully operational in the rear facing position.

Seriously, I did not like driving with the passenger seat reversed - even worse with a passenger in it, as the view was badly restricted.
