Had a chew with this so thought id post:
My Peugeot boxer heating only works on setting 4 and after searching everywhere for a regulator (on all cars n vans without climate control) and finding nothing i eventually was told i could have a second hand one for £60 delivered via an online parts site......so i looked into having it repaired and was offered a repair for £15 if i sent it off ... i then looked into repairing it myself and found its very common for the resistor pack to blow a 'Thermal fuse', i used a pair of pliers to bypass the fuse and settings 1,2 and 3 worked .... got a thermal fuse for 86p in maplin electronics and replaced it!!!
Works now :D

Have same problem on my connect van, had me mechanic replace regulator, to no avail, wonder if its same ?
