No, I had never heard of this "fill it, so it's ready for next time" method before either..(..well, that is, not 'til I read Romany Girl telling someone else what to do a few weeks back..).

In the OP's case, this "seepage" may not even be just the fault of the seal..it could also be that the linkage/mechanism isn't closing/seating the blade fully..? and it may all just need a good poke about with and clean..? 

Just a thought(..not a very nice one, admittedly!  )

For quickness i poured the blue stuff down the toilet only to find the flap was closed over sooo,i opened the flap.Secs later i was covered in blue, face, clothes everything (wife said i looked like brave heart) My main worry was if it got into my eyes.

Seriously though, air bubbles coming up from the tank suggest to me that the seal has not been lubricated.
A spray of Thetfords Silicone Spray onto the flap and around the seal should cure that.
