Did you buy this cylinder new, from Safefill?...if you did I'd playin' holly hell that they'd sold something that you're finding very difficult to get refilled("legitimately" and consistantly anyway).
What I have read several times on various forums(on here as well, I think) is that to overcome this, folk have been cobbling their Safefill bottle to an external filling point..(hose/fittings, possibly even a *change-over valve etc, *so it didn't need to be disconnected to fill?), so that the bottle stays secure in gas locker.
I seem to recall someone contacting Safefill(again a forum discussion) about this mod' and they advised against it.
My thoughts are, by the time you've messed about and bought all the bits and pieces and faffed around with it all to make it "appear" like a fixed cylinder/tank, you may as well put the money towards a cylinder that is meant to take an external filler...
e.g

..and if you can fire the Safefill cylinder back at 'em and get the money back, all the better.
Because if you can't refill it now, when you have the time to mess about in an area you know well, what it's going to be like when you want to refill when you're away on your hols?
