I have filled up the fresh-water fill spout but only with a little water as it is full.The fresh water level indicator is not filling up. When I try and flush, the motor seems to work as normal.

I'm not sure which part of the toilet is not working. Is it the water level indicator? Does the toilet flush work or is the pump working but the toilet doesn't flush?

Well I fill up the water tank but it does not seem to be filling up the vertical tube that is the water level indicator. So when the pump tries it has no water going to it.
So I think it goes from water tank, through the vertical water level indicator and then is used by the pump to flush.

Just guesses..
..So as it isn't actually "Full", I'd take that as an indication that there's probably an air lock..somehow?
What happens if you "flush" it whilst it's being filled..? does that help "bleed" it through?
If this viewing tube is the one that is used when draining the flush-tank, what happens if you disconnect it and lower it? does that allow the water to "prime" it then?(or maybe blow back up it?)....
On the upside,at least the water is maintaining a level in the filler neck,and isn't just disappearing somewhere, so at least you haven't got a leak.
(Our last van took it's "flush" from the main tank, so it's been a while since we've had a self contained loo..and therefore my comments above may be just twaddle.. as per', I hear some say.. )
I'm just thinking that the filler neck in the photo was like the one we had on our Folding Camper, and although it looked full you had to keep on filling it to 'force' the water through to the clear level indicator tube.

If the fill tube can be disconnected at the top the rubber piece that it fits to has a small hole in the centre which acts as an air vent. This can become blocked with black mould during a period of inactivity, it can be easily cleaned out with a suitable sized pin which should then allow the air to be forced out of the tube as the liquid rises.
Glad I remembered back to our Folding Camper days.
