I'd never really thought about that, but I would imagine that some sites would certainly class it as one. I don't really know though so probably someone will come along who does.
It would think it would be classed as a second car because it would take up part of the pitch when parked adjacent to the motorhome. Some hard standings designated for motorhomes only have one parking space and an area for an awning or roll out canopy etc.
We've been on dozens of sites with our motorhome and small car and have never had any issues. There's no difference, a car and caravan are 2 units so a motorhome and small car are the same.
I can recommend an excellent "A" frame supplier if you need one. I've towed all over Europe with our motorhome and car and not had a single problem.

I beg to differ actually because a small car has an engine so is definitely a motorised vehicle whereas a caravan hasn't therefore a small car towed behind a motorhome has to be classed as a second vehicle. Maybe you haven't encountered any issues personally but I suppose it's no different to some campsites charging extra for an awning and some not so with reference to the OP, I think the correct answer is down to the campsite owner as some will charge for a second vehicle and others don't. I've seen some campsite tarrifs where they charge extra for an awning, extra for a dog and extra for a second vehicle which the best policy then is to check with the campsite first.

A-Frames are illegal abroad , just because you’ve not had any problems doesn’t mean you won’t in the future .
Any paperwork these A-frame manufacturers supply you with in multiple languages is worthless
Only legal way is a proper purpose built car trailer if you cannot do without a car
Before buying a car check your motorhome towing capacity. You then have the expense of tow bar fitted to motorhome and A Frame fitted to car. If you change the car you have additional expense of either changing over A Frame or buying a new one. Is it worth it, yes it is. We don't always tow the car but have found it invaluable on occasions. Some will criticise you and tell you to buy a caravan! I've never been asked to pay extra for car, use mostly Caravan Club sites. Good luck
