When you switch on the heater, the green light comes on, you get a click as the gas valve opens, then the igniter tries to light the gas and if that works within 10 secs, the green light stays on. If it doesn't light, there is another click as the gas valve closes and the red light comes on.
Sounds as if the heater is working OK. Go outside and check if warm air is coming from the heater vent. It takes quite a while before you get hot water.
Apart from a damp check and gas safety check, I'm dubious about the value of habitation checks. 90% you can do yourself.
