I have a small Avtex tv with all of the accessories that would probably do this. I foolishly assumed when I bought it, that it had an inbuilt Freeview box, which it doesn't. It is an Avtex W152D if you want to check what it will do. I am totally snookered with these things. The only thing that is wrong on it, it that the main on/off switch has come apart, so does not work. It makes no difference because the Standby switch does the same thing. It is about 13" screen size. I paid £65 for it, so offers near that?
Yes it's possible. Streaming via wifi? Easiest thing is probably to just get a monitor and a Chromecast. If your tablet's got an hdmi output you could do it via a cable, then you wouldn't need wifi or a mobile signal.
I don't know how you're planning to connect to the tv but I was unable to connect chrome cast via a hot spot, I had to use a mifi device, I know some phones such as Motorola G100 come with software(ready for) which make connection very easy so it might be worth doing some research on how you'll connect the phone to tv before purchasing.
I've never had a TV in any of my vans and have no idea what 'Chrome cast' is, but occasionally I take my laptop which I can use to watch TV via WiFi or a 4G 'dongle'. I can also watch DVD's (which I buy for a few pence in charity shops).

I'd not heard of Chromecast either but a google search filled in the gaps. Where we go there's rarely any signal & we're not interested in aerials or dishes. Also not wanting to acquire dvds. I have unlimited data for the times there is a decent signal. We currently use a tablet with a bluetooth speaker & download episodes or movies prior to leaving home. Just want a bigger screen with a better viewing angle that I can cast to.

Micro hdmi will also do the job. That's what my laptop has and I use it for streaming in B&Bs/hotels.
I've used the small TV from our bedroom, just 240v, with a small inverter plugged into 12v socket. Then use firestick connected to mobile and stream from there.
