The site has a 12 month licence I am paying monthly and after 6weeks I am told to get off for 6 weeks unless I pay the full yearly amount then I can come back after 2weeks, why?

no idea, best off asking the site owner to explain it and then check if that is what was in your contract

Probably a requirement of the licence. The site may well be able to be open 12 months of the year as a touring site but if your caravan is permanently based on a pitch it could be used as a residential unit and I suspect that is the reason the rules are as they are. Just a bit surprised you were not aware of this when signing up?

You may need to be off site a certain number of days before you can come back, or stay no longer than a set number of days within any set time period. It’ll be in the small print somewhere. Going to the supermarket doesn’t count as going off a site.
