Some guesses:
1 Are you sure the EHU is working. It may be plugged in but might still not work. Prove it by plugging something else in or operate the RCD by pressing the test button, if it trips it was working if it doesnt the EHU is not getting through. Reset the trip.
2 All consumer unit trips should be up.
3 There may be a 12 volt master switch somewhere and heater may need battery for EHU but not for gas. Make sure its on.
There may be a switch near the heater to switch the mains power on to the heater. Might be under a seat next to it probably with a cable coming out and running to the heater.
