It depends on what and when the last service was carried out.
A new set of leads, coupled with a new set of plugs, and distributer cap (should it have one) Will certainly not do any harm.
But firstly if it was just the damp starting problem I would go with the WD40 or dampstart. If this does not solve the problem, go for the leads,plugs airfilter oil filter coupled with some fresh oil. If this doesn't solve the problem you have lost nothing whilst you inspect other areas such as coil. But generaly if the bus runs ok nomaly but not in the wet/damp then it sounds like just a breakdown in the elecrical system through damp.
