Is it not posible to get the bill changed to be in your name?  Is your name on the council tax or something similar that proves you are living at the address - contact the water company, explain the situation and see if you can get the account put into your name.  It's silly that you are paying it, but can't access the details.  Companies must have processes for dealing with circumstances like yours - unfortunately it's not unusual.

Changed to meter last year, wanted £650.00 for the year's supply, after meter was installed monthly payments reduced to £21.55 from £54.15 not really changed our usage.

The wife always says we're better off on a meter but she's a nightmare if I dont turn the tap off properly. Its amazing how much you think about your usage when on a meter. It makes you more careful, and makes you think twice about getting the pressure washer out to wash the car, especially when the car wash across the road is only a couple of quid.

That's my thought, I think I might end up putting an egg timer in bathroom for ds when he is in shower lol

Its on St.Helens road, just over the bridge. £2.10 for the cheap one.
