Getting GP's to join practices, in NE Wales, reached such a low point around 24 months ago. That over a 6 month period, 6 individual GP Practices, handed back their Contracts to the local Health Board (the largest Practice, had 18,000 Patients Reistered).
This resulted in the Health Board, taking over the running of the Practices, amalmagating them into one. With a Central Site, and the other Practice Sites, becoming Satallite Sites. With the majority of Clerical Staff, now located over 6 miles away from the Main Site, in a Non Medical Facility.
On the Day Appointments, are only held at the Main Site, on a turn up and wait basis.
The Practices, are now a "Primary Health Care Service", broken down into Primary Care Teams, consistin of GP's, Team Coordinator, Practice Nursing Service, and Attached Specialist, including a Pharmacist.
The Team Coordinator, deals with a range of non Clinical decisions, via Telephone conversations, email, of Skype conversations.
The Primary Health Care Service, is being rolled out, throughout the Health Boards, area of operation, due to more GP Practices, handing back their contracts. Due to being unable to recruit GP's and other esential Medical Staff.
The Primary Health Care Model, is being watched by Health Boards, throughout the UK. So expect similar to be rolled out throuhout the UK, in the future.
The Primary Health Care Model, is based on Canadian Health Care Practice.

I do think though that the public (myself included) need clarification on who to consult for different problems.
In the old days, you went to the GP for most things, then if you had a pain in your leg or such you went to Casualty, where they would X-ray it.
Our Practice has nurses who you can almost always get an appt with that day. They can prescribe for coughs and colds, injuries, that sort of stuff. And if there are clinics for all the separate 'well' categories, that removes another load of patients. GP's need to be available for medication changes, hospital referals etc.
Our surgery started with a phone 'triage' system, but it didn't seem to work, but that is what is needed, a professional to feed the callers to the appropriate consultation.
