I'm not sure I have the answer but I went from a 34" waist to an ..ahem! ... larger waist and I noticed I needed to buy trousers with shorter legs, just like you said. I DID notice, however, that since my tum was now a little larger than my hips, my waist band seems to ride down a bit so I was actually wearing the trousers with the waistband lower on my body, hence the legs needed to be shorter....
