Ask your local Fire Service if they do house clearances, as houses full of hoarded items are classed as a "High Fire Load," as the accumulated possessions would fuel a fire and stop rescuers getting into the premises.
We did it when I worked at Merseyside- you ring the Fire Support Network on 0800 731 5958.
I now volunteer with Greater Manchester FRS and we do some house clearances as well as After Fire Recovery.
There is usually a charge but not as much as a council will charge you and obviously they can do the risk assessments involved and can send in a whole team of people.
