Why would the badge be removed? It wasn't abused, the OP just didn't put a ticket on. They remove them if abused, ie the disabled person is not present, but not for a genuine mistake.

The reason why the council refused to acknowledge the evidence was because the two cars in the photo were council employees and were dismantling a market stall on the car park at the time. So basically it was a waste of time taking the matter further as they would have just argued that the council had priority.

That is serious discrimination because if it was an ordinary motorist they would have incurred a fine. This also happens with these vans that parked illegally to catch people parking incorrectly or speeding. Seems one law for them and one for us!

My wife also has a blue badge and had a parking fine for exactly the same reason in Mablethorpe, Lincolnshire 3 years ago whereby all 3 disabled bays were taken. She parked the car in a non disabled bay but as two of the cars hadn't got a disabled badge in the window I took a photo as evidence just in case. I complained to the council about this and forwarded the evidence but they said it clearly states that if you display a blue badge you have to be parked in a designated parking bay. I argued that if we had parked on double yellow lines then no penalty would have been issued and they agreed. The reason why the council refused to acknowledge the evidence was because the two cars in the photo were council employees and were dismantling a market stall on the car park at the time. So basically it was a waste of time taking the matter further as they would have just argued that the council had priority. We have never returned to Lincolnshire since then merely because of this as the money spent in the local shops in my view isn't deserved in reflection of the councils attitude.

This is precisely why it could have been taken further. The council staff have no priority or discretion to use a disabled parking space. No one has. I would have used this as a valid reason to pursue it. Your local councillor would have helped you with this. A contact from a Councillor makes the officers jump and high - well it did in my day.
