It seems to me that the ditches I can see as I motor along, are not well cared for. Surely if they were cleared the water would then flow.

Is down to the County Councils to monitor?

Depends who owns the land, it could be down to farmer/landowner.

A large proportion of roadside ditches are the responsibility of the adjacent landowner (unless it has specifically been constructed by the highways authority).

The council/highways authority are responsible for ensuring the landowner carries out his maintenance duties.

There has to be somewhere to chuck the bottles and empty burger packs after all.

OK, we may be a bit odd but it isour Council's roads dept. that has to maintain the ditches and the offlets into the ditches. We've just had a lot of our roads re-surfaced and the Council having spent all that money, are being more diligent.
