because the council said it's in our terms & conditions that we are not allowed You have told us what the Council has said but you haven't told us exactly what your tenancy agreement says. The two may be different. If your tenancy agreement says that you cannot have a caravan on the land without the permission of the Council, for example, then that would be a very different matter. What you would then need to do is to write and ask for consent for the caravan to remain. Send a plan of the house showing its position in relation to the nearest neighbours, mark on the distance to the house nearest to the caravan. perhaps even get letters of support from your neighbours. If they have to consider giving such a consent then they are legally obliged to act reasonably in giving your request consideration. They cannot refuse consent just because they may have a blanket policy to refuse such requests. So, check your tenancy agreement and see just what that says.
