You can avoid a liability for speeding when the cameras are used as part of the Safety Camera Partnership. Just ask for a copy of the contract between the safety camera partnership members, under the Freedom of Information Act, give it to your Solicitor and ask him if it breaches Article 6 of the Human Rights Act - Right to a fair trial. Most safety camera partnerships breach that right. The reason is that one of the partners is the Magistrates Courts Service and it actually agrees to convict motorists. The partners then agree that the fines will be shared amongst the partners to fund that partnership. Now, a court agreeing to convict people, even before it has heard any evidence against them, denies them the right to a fair hearing. When the first partnership was created they concluded a contract with such a stupid clause in it and that contract was passed around the other partnerships up and down the country and just copied.
