I suppose it has its merits, those who maintain their vans are safer than those who dont.
How many times do you see a caravan snaking because there is something wrong with it? What if someone is towing a caravan behind you and cant stop before hitting you?
On the other hand, more money to pay out and might discourage first time caravan owners.
