nope, never has been AFAIK, extra "driving lights" can be whatever you want, but must be able to be switched off completly, I have 4 x 100W lamps on my defender, the can be used with the hi-beam, by themselves, or off altogether.
Fog lights must comply with beam patterns, and switching arrangements as well, these are restriced to 55W IIRC.
neither front fogs, or auxiliary lighting are checked at MOT time.

The Road Vehicles Lighting Regulations 1989 (and subsequent) actually restrict the maximum wattage for all front facing lights to 55w. (on a 12v system)
