Don't overlook the fact that lots of local colleges now also teach degrees which are accredited to a university. The fees are often far cheaper than 9K per year, class sizes smaller, and entrance requirements lower. The lower entrance rewuirements is because the smaller class sizes allows the lecturers and tutors to give more support.
The degrees are often delivered as a foundation degree, which is essentially the first 2 years of a degree then a top up, which is year 3. They can also do a top up elsewhere if they fancied a change.
However hall fees will still be costly.
