The civilian was impersonating a police officer and should not have been in the vehicle let alone driving it. part of my job as a civilian involved driving police vehicles and we had to cover up the lights and the police signs.
Whether we think the Welshman was silly or not, he had a very valid point and that is a criminal offence was being committed!
I am not a fan of speed cameras, nor am I a fan of civilians doing the jobs which a police officer should be doing, BUT, the guy was sitting in the back of a police van, he wasnt driving it, there was nothing in the video to suggest that he drove the van to the site, he MAY have been dropped off by a police officer. I am pretty sure that the police dont allow people to drive their vehicles illegally.
Also how did the muppet filming, KNOW that there wasnt a police officer manning the speed camera? as when you pass one of these vans you dont see inside, especially if you are paying attention to driving, so the guy with the attitude was clearly driving too fast (or he wouldnt have been so upset) AND driving without due care and attention, because he was looking inside vans, instead of at the potential on coming traffic as he would have been close to them as he passed the parked van.
