You have no way of knowing whether it is taxed or not, whether it has been abandoned or not and it certainly will not be picked up by any ANPR cameras as it is not being driven anywhere.

So, heres the thing, my car is tax and MOT excent. So I have to apply for a non existant tax disc, for a nil fee. If I dont I get fined £80 for not having a non existant tax disc, that even if it did exist would be free!!!!!!!!!!!!!!!!

I assume you mean it is exempt. It understandably still has to be registered on the database so that the authorities know it is exempt, otherwise you would get pulled in for having no tax and MOT.

I don't know if they'll make it possible for you to pay for part of a month, and get a refund for part-months. If not, it effectively means they'll get double tax for every month that a car changes hands. They'll get if from both the vendor and the buyer.
If you multiply a month's tax by the number of vehicles sold in a year, I bet that comes to a jolly lot of money.

Loss of revenue from the sale of tax disc holders to the retailers.
Loss of VAT on the sale of tax disc holders.

There was. apparently, a discussion on the radio, one day last week about it.
One selling point for second hand cars, was x months tax. It was a plus point when I bought an older second hand car earlier this year. And indeed when I have sold a car.
Law anomaly...... it is an offence not to display a tax disc (doesnt matter if you owned one, if it wasnt showing it was still an offence). No plans to change the law.
