I recently ordered some blinds to replace the ones that we have in or conservatory (put in by Hillarys)
I followed there instructions
Measure for a blind that hangs outside the window.
Use these instructions to measure for all types of blinds except for Skylight blinds, Perfect Fit blinds and replacement louvres • Whatever type of blind you’re measuring for, follow our instructions precisely. Don’t adjust your measurements to allow for fittings and headrails – we do all that for you.
Step 1 Decide how far you want your blind to extend beyond the left and right of your window, then measure the distance between these two points. Write down this measurement.
Step 2 Decide exactly how high up you want your blind to start and measure down to exactly where you want it to finish. This may be to the floor or to a window sill. This measurement is called the drop. Write down this measurement.
So we measured the width of the blinds that we have now and put those measurements into there system. now the headrails that I have at the moment overhang the blinds by a cm either side, but they have sent me the headrails to exactly the width that of the blinds so have I read the instructions incorrectly?

Which kind of blinds did you measure for? If roller blinds, this is what it states on their website (the online ordering part at web-blinds.com):
'Important note for measuring Roller blinds
For Roller blinds, we have to allow for fittings at either end of the blind, as there is no headrail. This means the actual fabric is approximately 2.8cm less
for an exact measurement and 3.3cm less for a recess measurement. You don’t need to make this adjustment, we do.'
I guess this means that, if you measured the fabric of any existing roller blinds, then they will have reduced that measurement by 2.8cm for an 'exact measurement' outside of recess blind. If you'd wanted exactly the same blind width, you'd have to add on 2.8cm to the width of the actual fabric, since their measurement seems to include the roller fittings.
If you didn't order roller blinds, ignore all of this!
Would it not just be more convenient to have them measure and fit your new blinds for you? We used their free measuring and fitting service to fit all our downstairs vertical blinds a couple of years ago, and they made an excellent job of them, they also gave us a money off coupon if ever we needed any replacements fitting in the future.

We bought blinds online, which we had to measure ourselves. I measured ,checked and checked again. Had to send them back twice to be altered, never again.
I would always get the seller to measure and fit blinds.
I recently ordered blinds myself it seems from what you said you measured the old blind instead of the recess, when you submit your measurements it has to be exactly the size of the recess they then deduct enough to make allowances for fittings etc, in your post it does say "dont adjust your measurements to allow for fittings or headrails".
