How I wish she had waited for the builder we recommended and trust. He was so busy that he couldn't get round fast enough for her.

No need to do anything, not even pay him. Contact trading standards and explain he didn't give her a cooling off period. They will send him on his way legally or he could end up in court.
The reason I know about this piece of legislation is because someone I know found out about it the hard way. It was a new law at the time he got caught out and hadn't actually done anything wrong but he didn't give cancellation notice in writing. Another family member contacted trading standards for advice and they used this law against him. After that I made sure I was up to speed on it as if could have affected my business at the time.

Excellent advice, a picture paints a thousand words! It's ok telling someone how bad things are or were done but if produced as evidence, the result is there to be seen.
Update: He came for his money and she gave him a cheque for £200 and told him that that was all she was giving him.He wasn't very pleased but when she mentioned trading standards he just accepted the cheque and went.
Still well paid for a poor job but she just didn't want any more hassle.
Sorry to her that, paying out £200 for a job she will probably need redone in the not to distant future.
These cowboys really get me angry and I can understand why your neighbour paid up for peace of mind and thats what these kind of cowboys thrive on.
