How about bark on top of weed supressing fabric in the raised beds ? As suggested above you can then make holes in the fabric and plant plant alpines, herbs and the like -- just remember to ensure there is adequate drainage - use compost mixed with very fine gravel - alpines won't cope with water logged soil.
You will have to top the bark up every now and again but it'll look lovely.
We have also used pea gravel on paths and not had problems with our dogs.
Good luck - if its heavy work could you get some friends round for a gardening party you could pay them with pizza and beer ?? The sooner you get it done the sooner you can enjoy it, I know from experience how depressing a messy garden can be.
