I had a text message from neighbour saying she was looking for a new home for the dogs and apologising for the inconvenience. Don't know if her father , the dog warden or the housing association have said anything to her but it looks like a result.
Her father is due home at Christmas.

Can you not contact RSPCA? I thought they they could remove animals that were not being cared for properly? I think for the sake of the dogs you should do something, don't worry about upsetting your neighbour.
pretty sure the RSPCA cant remove any animal they are a charity they need police presence to forcibly remove an animal

Police have been, checked camera images and said they are ok.I have just bought a nifty little lapel camera, with sound, from ebay. It is as big as my thumb ,only about £6. Have tried it out with good results, i wear it when I am in my front garden/ on the drive.
Where on eBay did you get this from please? Have looked but can only find the smiley face one. It would be perfect for my dad for Christmas but he wouldn't wear a big smiley face lol.

Update
I texted the neighbour on Christmas Eve asking when her father was coming home as I needed to speak to him regarding the fence. She replied
"2 years".
Followed by a rather abrupt text message saying the dogs had only got into my garden once and now she watches them every time they go out. And to stop being so paranoid.
Needless to say I have had to resort to informing the housing association.
I don't think so Fran. I don't like to report anyone . More a live and let live type of person, but enough is enough. If the dogs were secure in their own garden and not causing me a problem I wouldn't have said anything.
Area manager came out to see me today. He has spoken to the daughter re. the dogs and told her that they must be kept under control and she told him she was looking for new homes for them.
He advised me that if I want to move my bin (that is blocking the hole in the fence ) to speak to her first, if I feel comfortable doing so. That enables her to have the chance to block it up herself. If she doesn't block it up and the dogs get through then she is liable as they are trespassing.
Regarding the absent father, he is the only tenant so they have to deal with it with him and not through the daughter. They have now got contact details for him (don't know if that is phone , email or address tho.)
Area manager asked daughter when her dad would be home and was told she didn't know. ....He has seen the text she sent me saying he wouldn't be home for 2 years. He also asked me to keep all the texts she has sent me and keep a log , and report any further incidents.
