Seriously, how long ago did he paint it?
I think it might be stuffed but, if it were me, I'd try some boiling water and a wire brush. If that fails, have a look here.

I agree, try brick acid, its the stuff they use to remove graffiti of walls and concrete, available from most large builders merchants. Obviously needs to be used by a responsible adult, not something l would trust a 16yr old to use, and protective gloves and clothing are a must have.
