A major use for off peak use of electricity is for the recharging Electric Vehicles.

There are ongoing projects that use massive Batteries the size of a very large Artic for storage,there is also a study into the viability of what is referred to as VtoG (Vehicle to Grid) use of the batteries in EV's to reduce peak demand it's a very complex situation.
