My local Council pool does Aquacise or Aquarobics. The class is largely made up of older ladies. It's done in the shallow children's pool. The exercises are gentle and done standing waist or chest high in the water or holding onto the side. No swimming, steps with rails for getting in & out, but gentle exercise that should be beneficial. And it's social - many of them go on to have a coffee together in the sports centre cafe.
The trouble also sounds like it stems from depression though I'm no doctor: we just had something very similar with OH's father, and it's surprisingly common & undiagnosed in older people. If you're feeling low, you don't feel like being kind to yourself. And saying that exercise produces endorphins that make you feel better won't help.
But the evidence is also strong that just going for a 20 minute stroll outdoors does a power of good to mental health & keeps muscles moving more than just sitting.
