Like vangoman we had printed block on our last place and access to important utilities was preserved. I have seen it done on pavements etc as well.

I've since dug the garden borders over, it has a grass centre, removed what mares tail I could find up to now, and if we can't get on top of it, I think we'll bite the bullet and go for a printed concrete...

You wont shift mares tail by digging. And when you concrete over it, it will appear at the first open edge, wherever that may be - guaranteed! That said, the preparation for the concrete should go deep enough to shift most of it from the sub ground.
