I would think it is counter productive to get rid of the bus pass.
It enables mobility of older people, allowing otherwise sedentary types to get out and exercise. This in turn reduces the problems of many geriatric ailments and thus less pressure on the NHS.
We are very fortunate in having a regular bus service stop exactly outside our house and a 7 mile promenade along the seashore.
Depending upon the direction of the wind, we walk for 4 or 5 miles and then return by bus, or vice versa. It keeps the joints working.
The answer is more regular bus services, especially in rural areas and funding to encourage the wrinklies to get out of the house.
