True, but they do get changed, it just takes time. Someone has to start the process though, or we would still be bound by international laws created centuries ago, and which have little or no relevance today. Every journey starts with a single step, as they say.

They are being pretty quick to change the insolvency laws, to prevent another mass repatriation debacle. About time too.

It has been changed continuously over centuries but all the changes have made it even more open to abuse.
