Mutts in Distress use foster carers quite a bit. There's never enough room at the kennels, and some dogs don't cope well in kennels anyway. They also use foster homes to check dogs out before re-homing.
There are often dogs that have been brought over from Rumania and Spain, where conditions aren't good.

Collies are fairly notorious for not coping well in kennels, they basically either shut down or go stir crazy at the lack of mental stimulation, and become near impossible to do any worthwhile assessment on, that's why Protecting Preloved Border Collies place them in people's homes as fosters and to do proper assessments that really have some worth.
I think,the more intelligent the breed, the worse kennels are for them. Some rescues give them enough time out of a kennel to be a half decent compromise with a bit of mental variety, others just imprison them! No substitute for them being in a proper home under foster to see them in their true character though.

That's exactly how Wiccaweys work.
A lot of the BC's are in foster homes, so they can assess the dogs in a home environment.
Just a heads up and mention to anyone looking to rehome a retired Greyhound, Ashbourne Animal welfare have recently acquired another batch of these beauties, all suitable for living with families with Children, but not small furry animals .

Update: we have adopted a Romanian rescue dog, Elsa, (around 2 years old) who was in foster in South Wales. We managed to get her just before the lockdown so have had her 2 months now. She settled into our routines really quickly and we have had no issues with her at all. She really has filled a big gap in our lives and getting her just before the lockdown was perfect timing.
She really enjoys the company of other dogs and so we decided to adopt another dog, this time directly from Romania, who was described by his rescuer as the most chilled, laid back dog she’d come across. Well, we’ll soon see if that’s right as Scruffy’s being delivered to our house tomorrow morning, after a 4 day journey across Europe and around the U.K.

Wow! Fantastic news! Hope you'll put some pictures on. Sadly I can't do my home-checks for the rescue centre I volunteer for at the moment. I hope they are doing ok.
