There are 2 forms of night vision; infra red and image intensifier ( starlight scope).
With infra red scopes and camcorders you generate your own invisible infra red light and project it onto the subject with a sort of invisible torch. The screen of the scope or camcorder is sensitive to the reflected infrared light and presents it to you in a visible form. The IR camcorders tend only to have low power zooms eg 16X as the IR fails to project onto small items at longer ranges.
Image intensifiers (starlight scopes) were developed for the Vietnam War, they extract whatever light is remaining in a scene after dark and present it to you in black and white, green and white actually.
The original image intensifier sniper scopes showed green light from their eyepieces making the American sniper a target for VC snipers. Later models had eyepieces that only lit up when you pressed your eye against them.
The version I looked at in the 1980's tended to whine a little when switched on.
