Perhaps the more rural councils in areas where there are coal burning power stations, nuclear power stations and wind turbines in the landscape could introduce a "Displaced Pollution Charge"? This would take the form of number plate reading cameras, as per all the LEZ areas, where number plates could be read and fines, sorry tolls, levied against all those who live in urban areas and have nice clean air, while happily allowing the burning of carbon based fuel in other areas where they don't live. I believe some councils are actively discouraging electric vehicles in rural touristy areas by not bothering to put in many electric vehicle charging points. A little tongue in cheek, but I wouldn't put it past some councils.
All those electric cars that have "Pollution Free" on the back should have a bigger sticker put on them adding, "but I am polluting somewhere else!"

There have recently been a number of articles about pollution from vehicles caused not by their exhaust, but from tyres and brakes. These shed microscopic particles into the air and are regarded by some as more of a hazard than exhaust gasses.

Oh dear, electric cars also have tyres and brakes, so they are as bad as petrol and diesel vehicles. Ban them, I say!

Exactly, and as electric cars are heavier than the ICE equivalents they shed even more of these particles with regular driving & braking!

You can drive on the M8 and M74 through Glasgow, you just need to be careful where you come off. It is a reasonably small area at the moment. Its crazy my 38yr old van can go into these zones because of its age and its not been modified.

Quite, and it probably emits many times as much pollution as my 15 year old car which I would have to pay a fee for. However, that is probably what it is more about. Just a money-making scheme! If they were really concerned about pollution there would be an outright ban on all vehicles that don't meet the latest criteria.

I have seriously considered getting hold of a cheap old car just for driving into the outskirts of London just to spite them, but they are now regarded as classics so what I could have once bought for £100 would now probably cost me £15,000. I regularly watch "Bangers and Cash".
