Probably the Skoda Octavia 'Scout' estate 4x4. it has loads of luggage space, gives more mpg than most other 4x4 vehicles, known for it's reliability and cheaper to maintain regarding tyres etc. Not sure but I think the engine delivers about 163 bhp with a high torque output.
If you do not need to pull something very heavy, then the Skoda Octavia Estate 4x4 2.0Tdi, like the Scout plenty of load space but slightly lighter.
Mass in service/K-weight 1,495kg, tow limit 1,600kg
138Bhp, torque 320Nm/1,750-2,500rpm and 33-35mpg towing.
The rangie is by far the best towing car full stop. You cannot include MPG into the equation, country road towing with my 4.6 HSE could encroach into the 10MPG region. (LPG at 66p a litre made it bearable)

Terrible question to ask as every one will have a different opinion. We tow with a 2005 Jeep Grand Cherokee 3.0 auto. The Jeep GC model 2005 -2011 has the 3.0 Mercedes Benz engine. Also the 2006 to March 2006 model falls into a lower tax band than later models. It can easily tow up to 3500kgs and its kerbweight accommodates just about every British caravan built.
Towing we get about 23mpg and solo on a motorway up to 32mpg. Around town this drops to 24mpg. The Jeep has many features and it is best to read write ups of the vehicle that takes your fancy on Honest John Select the car then scroll down past the latest reviews to read reviews of older cars.

If you're only towing lightweight stuff like caravans, almost anything would do the job.
If you are into 'serious weight' towing, then one of the Land Rover V8's is about as good as it gets.
If you are seriously well off then there are a few high-end 4X4's that would also look nice on the drive.
The other factor that is rarely mentioned is how stressful it can be with an underpowered tow vehicle. I'd never go out now with less than the V8 in front of me, it isn't about speed but how well it handles the weight and towing in general, and how you feel after driving across Europe with a full load behind.

For a licence dated 1997 or later you must add together the plated max weight of the caravan and trailer, if the total is 3500 or less you can tow it. You may even tow a caravan with a MAM greater than the cars unladen mass the restriction was removed in 2013

The best 4x4 is the one you can buy and afford to maintain and that you feel comfortable and confident with, everyone has their own opinion and driving style and whats right for one can be a nightmare for others, go and sit in as many as you possible can and drive them, you may not be able to tow with them but you'll get a feel,
My personal choice has been a Mitsubishi Delica, not economical but excellent seating position,comfortable and tows perfectly,others will hate it, but it suits my needs exactly.
